Served in the U.S. Army during World War I; general in the U.S. Army during World War II; head of Federal Works Agency and of Federal Maritime Commission; U.S. Ambassador to Costa Rica, 1951-53. Catholic. Irish ancestry. Died, of cancer, in Washington, D.C., October 6, 1955. Interment at Arlington National Cemetery, Arlington, Va.
